The NHL salary cap is set at 59.4M for the 2010-11 season?
Therefore, the salary cap floor or the minimum a team can spend is 43.4M.
What would happen if a team was willing to spend the floor amount but could not just because they were such a poor franchise that they couldn’t lure any FA’s besides all low end guys?
Let’s use Atlanta as an example…..say they had 18 guys under contract for 32M so they needed to get another 5 guys under contract at a minimum of over 13M (this is a hypothetical) but there were just no free agents who were willing to sign there. It wouldn’t be in their interest to overpay them above market value just to meet the minimum. It would not be their fault that they couldn’t get the Kovalchuk’s of the world to sign there.
Would they be penalized?

I can see this happening. This would effect low market seller teams with 1 star player, such as Atlanta was with Kovalchuk so keep them in mind as you follow this. They had all guys under contract needed last year with 1 star player taking up a third of the space, now just meeting the minimum. They trade that 1 star player away now with everyone else under contract this year. They only have 1 spot to fill that used to be taken up by the highly paid all-star. There are no players like him in the market, so they can’t pay someone with less skill and demands as him that much money. They either are stuck with an overpaid player, or are penalized.
